Shadowmere is arguably the best horse in Skyrim, and to get him you need to join the Dark Brotherhood. You have to keep doing the Dark Brotherhood quest chain until you get the quest "The Cure for Madness". This quest will let you borrow Shadowmere, but after completing it, you get to keep him forever. Like other horses he will follow you when you fast-travel, and will do so permanently unless he is killed.
The fastest way to do this is to wait for 24 hours 30 times. This will take about 10 minutes, but you will get your horse back by doing it.
